The spreading and implementation of digital learning is also the education official authorities’ major policy and target in Taiwan. Online learning must be the main stream and online test will substitute the traditional paper-and-pencil test in the future. In order to respond to the coming of online learning era, how to make good use of the Internet is an important issue. Teachers can design online test questions to effectively understand students’ learning performance and control their learning condition. Then teachers can provide remedial programs. Therefore, developing a flawless online test system to satisfy users’ request is a critical issue both in practical and academicals. This study used analytical hierarchy process (AHP) in the development of the structure and function of online test systems. In addition to defined related evaluation criterions for system architectures and functional items, we also administered questionnaires to obtain the weights for each construct from respondents. The results indicate that "flawless test system" is ranked the most important. Followed by "convenience user interface", "security authentication mechanism", "complete test library" and "real-time result analysis". Besides, utilizing online test systems and providing evaluations can simplify the process of learning effects evaluation. Both the efficiency and reliability of evaluation are better than traditional paper-and-pencil test. The evaluation results can be used as the basis of teaching improvement. Findings of this study provide directions for online test systems improvements, designs, and further research.
