However, in the face of the wave of globalization, quickly, any formula can be turned into a work routine, and finally into the labor force will be the cheapest place. If a country without cheap labor, how to create wealth and better than competitors? The only way to do this is innovation. This study is based on the MIT OpenCourseWare, Wikipedia, Procter & Gamble Company and the open handset alliance of the four case study approach, supplemented by the theory of open innovation is based on the literature, summarized in the open innovative mode of the four characteristics: open knowledge, wisdom by publicly, and collective wisdom, collective joint. For the IC design industry, these four characteristics can be overcome is the "open innovation" trend of the problems faced: 1. Opening up of public knowledge and wisdom can overcome high mobility of knowledge workers impact on enterprises. 2. Collective wisdom can accelerate product development cycle to address the product life cycle becomes shorter. 3. Collective joint strategy can work together to create market value and to capture a part of their value chain in order to reduce the ever-increasing R & D costs. And answer if the future adoption of open innovation strategy, internal R & D personnel on how to correct attitude towards them, and strategies in the management how to changes company into a "learning organization", to establish the trust between the organization and employee. Utilize the wisdom by publicly and "experience management" approach guide R & D personnel share "implicit knowledge". Strengthen the knowledge management system so that "open" and "share" the concept of the spread in the whole company. In addition, also comes up with a better patent incentives program to stimulate research and development staff to develop an effective basis for a patent, rather than the development of a pile of "patent wallpaper." In addition, this study proposed a new idea of service companies, as well as how to use network resources to address the IC design companies more and more short product development cycle and increasing R & D costs, and recommended follow-up researchers to explore open innovation after the traditional "mass production" the concept of change.
