The study was adopted the survey of questionnaire and according to the related assay to compile the questionnaire- The internet access and the situations of the fifth and sixth grade students in Taichung. The effective samples were 998 and the questionnaire availability ratio was 93 %. The statistical methods were the descriptive statistics, Two-way ANOVA, t-test, and Pearson's product-moment correlation. The conclusions of this study were as follows: 1. The amount of the time that students surfed the internet each day had limited mostly. 2. The amount of the time that students surfed the internet on weekends and vacation had been longer than the time of ordinary days. 3. The age of the students’ internet access had been gradually increased. 4. The purpose and motivation of internet access was not helpful to the reaction of their relationship. 5. The items of internet access that students used lacked the interpersonal in-depth interaction. 6. The female students along with the grade would enhance the frequency of browsing learning nature website. 7. The behaviors of internet access of the students with different gender and grade were partly different. 8. The present development of empathy of the fifth and sixth grade students needed strengthening. 9. The development of empathy of the female students' was higher than that of the male students. 10. Some behaviors of internet access of the fifth and sixth grade students were related to the development of empathy. The followings were the suggestions based on above conclusions, and relevant suggestions were proposed for elementary schools, teachers, parents, and the references to future research.
