The study adopted Qualitative Research Method to collect information through learning manual and individual interviews to 67 students of 5th grades from an elementary school in Taichung Country. Under two different learning environments, students face two different socioscientific issues and decide their positions. They had three decisions to make before, in the middle and after teaching and answered the reasons for decisions. Next, the researcher interviewed with students who had changed their positions to understand why they change their minds. According to the research result: 1.As facing panda issues, majorities of students in both learning environments support the issue as making first decision. The reasons of “supporter” mostly were “emotional” considerations. 2.As facing mobile phone issues, majorities of students in both learning environments against the issue as making first decision. The reasons of “opposer” mostly were considerations of “impact to self-benefit ”. 3.As facing panda issues, students under “teacher orientation” learning environment are easier to make decision changes. Most decision-makings were affected by “information provided by authorities”. 4.As facing mobile phone issues, there was no significant variation to decisions made by students under both learning environments. 5.In “teacher orientation” learning environment, different project-based learning may affect the result of decisions made by students.
