The purposes of this study include: understanding the development and status quo of early childhood policies; analyzing the impacts of these policies on the field of early childhood education and early childhood teachers and staff; and discussing the developmental trend of early childhood policies. The study employs qualitative research method. Documentary analysis, focus group interviews, and in-depth interviews are used to collect data. This study shows that the effects of Project of Helping Young Children Get an Early Start are as follows: (1)young children from the underprivileged families are able to attain equal opportunity in learning; (2) enrollment in public and private early childhood programs will wax and wane;and(3) public programs take the responsibility to care for the underprivileged to lift parents’ burden. The influence of Integration of Early Childhood Institutions are integrating administrative resources to help facilitate the execution of policies and regulations, bringing about various effects on the management of both public and private programs and adjusting early childhood teachers and staff’s rights and benefits. The developmental trend of early childhood policies is toward providing free enrollment for five-year-olds and downward extending compulsory education for one year.
