Documentary analysis was applied in this research in order to outline the model of Taiwan community sports. The conclusion were as below: A. The community sports in Taiwan, with its basic execution unit being the local communities, mainly affiliated to the policies of sports for all. It is crucial for the policies to include proper location and facilities at the initial stage of the development; however most of the policies tend to be short-term programs and not being consecutive. B. The structure of the PE organizations has formed a model of “ central to local ” and “ government to society ”, while those organizations established by social group or non-governmental institution are few in the amounts and not in proper operation. C. PE division in Taiwan has emphasized the cultivation of human resources for community sports, of which the range of the human resources are broad, including PE teachers, students of sports department of universities and colleges, the coaches or the fitness instructors as well as the volunteers for fitness instructions. D. Funding is the core point to decide whether the policies or the plans can work out efficiently; however, government remains the source of the funding and enables a regular finance providing each year. E. The increasing amounts of athletic grounds and facilities each year has brought out a fact that in order to activate the community sports in Taiwan, well-equipped grounds and facilities are necessarily required. Although the private athletic grounds increased, they were still deeply influenced by the public or state-run sport centers.
