The subjects are Kang-Hsuan published version of mathematics textbook for 9 year compulsory education in Taiwan, 21 century modern mathematics textbook in Hongkong and standard experimental mathematic textbook in China. The content analysis method was adopted as a method, and the analytic category was designed to analyze the distribution arrangement of algebraic concepts among the different countries. The study finds that in teaching overall goals of algebra content, there are very different presented forms and ways among three countries, but their teaching goals all emphasize the concepts of “building basic algebra concepts”, and “understand and apply symbols of unknown quantity”. There is a different arrangement of algebra concepts, which Taiwan and China adopted spiral way and integrated with number as a unit, Hongkong presented thematic way and independent unit of algebra. Mathematic history was valued most in China, and not found in Taiwan. Learning processes were valued in Taiwan and Hongkong, memorizing formulas and mastering calculation were highlighted in China. The presentation and arrangement of algebra concepts were almost consistent with the teaching goals of three countries. According to statistic results of category counting, it shows that the most appearance rate of algebraic content in the elementary schools mathematics textbook of Taiwan and Hongkong are “relation and equation”, and there is no “advanced symbols of unknown quantity” content presented in Hongkong’s textbook.
