This paper studies whether there are obvious changes of the businesses in the 3 fields before and after the change of the organizational structure of the company and tries to identify possible factors for the changes and find out countermeasures or strategies so as to make Chunghwa Post Co., Ltd. more competitive in current situation. This paper the parent mean difference method to compare various data of the company of the company, such as the earnings from postal services, balance of postal savings, total postal life insurance amount and the per capita surplus profitability, between the period of 1991~2002 and that of 2003~2007 (after corporatization of the company), the following results are achieved: 1. The earnings from postal services after the corporatization are greater that that before the corporatization, this is possibly resulted from corporatization factors or other factors, such as the significant rise in the demands of postal services due to frequenct industrial and commercial activities, which ensures Chunghwa Post Co., Ltd. to achive obvious increase in earnings from postal services in spite of the competitions from non-governmental postal offices. 2. The balance of postal savings after the corporatization is greater than that before the corporatization, this is possibly resulted from the improvement of the postal service efficiency after the corporatization or the changes of the overall economic environement. 3. The total postal life insurance amount after the corporatization is greater that that before the corporatization this may also be caused by the improvement of the postal service efficiency after the corporatization or the changes of the overall economic environement. 4. There’s no obvious difference between the per capita surplus profitability after the corporatization and that before the corporatization. This shows that after the corporatization, although the per capita surplus profitability has been increased, it fails to reach a significant height statistically. In the large environment of competition, postal enterprises have owned some economic scale, now they are moving into multiple business strategies, i.e. endeavor to the direction of economies of scope that by way of integrating with established manpowers, resource sharing, integration of business platform, lowering operating cost under the circumstances of shaing marketing, information, business location and equipment, to codevelop diversified merchandise businesses. It would increase the profits, enhance the efficiency of business, exert synergy and promote postal competition. In the other hand, as far as the consumers are concerned, pursuing economies of scrope with the vertical integration model could satisfied consumers’ needs of one-stop shopping. Economies of Scope are the direction and exit for postal enterprises to develop their business which is also the conclusion the study suggests Chunghwa Post Co., Ltd. to embark on.
