To assess the benefit of telehealth and telecare service, the needs and satisfaction of the target users were identified and analyzed. Before the systems were installed, the needs were surveyed using a questionnaire. Six months after, the users’ satisfaction was surveyed also using a questionnaire. With the telehealth system, 214 elderly, daily visitors of Chu-Nan Kong Temple were asked to participate in the investigation. Four vital sign data derived from these telehealth device were then transmitted to the response center located in Chu-San Show Chwan Hospital. Meanwhile, with the telecare system, 50 elderly residing around the temple were asked to use a care alert system and video phone every time they felt any discomfort about themselves. Alert signals were received at the response center by the care manager who instantly proceeded in communicating with the elderly. To analyze the data of user needs and satisfaction, Windows version of SPSS 12.0 was used. Further. From the 189 questionnaire recovered in the pre-survey, only 6.3% of the respondents were willing to pay for the use of health care services, but no one was willing to pay for the telecare services. However, in the post-survey, willingness to pay health care services increased to 16.67%, and willingness to pay telecare services increased to 20.63%. The willingness was still low, yet it has significantly increased. In addition, the post-survey also revealed that 93% elderly were highly satisfied, and 93.67% of the participants were willing to continue to receive such services to prove their willingness to pay and satisfaction. The study confirmed the positive correlation between satisfaction and the willingness to pay. The study showed that because the elderly were (1) thrifty by nature, (2) lacking in the concept of user payment, (3) had low awareness of health management, and (4) they did not feel the urgency of such services. Plans to participate in public satisfaction with the hospital into the former by 84% to 93% after introduction, people involved in plans to return to the clinic for medical treatment rate rise from 2200 views to 2630 views after import, the reasons for health care services to remind people to pay more attention to chronic disease control, willing to return to clinic.Tele-care services and thus prove that intervention has also increased people's satisfaction with hospitals. This case study proved that telehealth and telecare services can successfully operate in the countryside. The results of the study can provide references for the government long-term care policies and industrial sector towards elderly care service development.
