碩士 === 國立高雄第一科技大學 === 環境與安全衛生工程所 === 97 === According to the 2007 statistics of the vocational accident annual report from the Council of Labor Affairs, Administration Yuan, the death rate per thousand people resulted from vocational accident drops from 0.077 in 2000 to 0.034 in 2007. It shows that there is still room for further improvement for vocational accident prevention and publicity in Taiwan, if compared with the figures of 0.026 in USA and 0.022 in Japan. In recent years Japanese scholars propose and publish the study of failure. In Taiwan, a group of scholars also publish research papers about study of failure from views of corporate management and construction engineering. This research adopts the analysis methods of failure cases quoted from the Japanese study of failure, designs the model and analysis tools for investigation report and event history. Based on the vocational accident report proposed by labor inspection organizations, this research analyzes the differences of vocational accidents and suggests to construct an knowledge database of vocational accidents in future: 1.Apart from direct and in-direct factor analysis, the causes of the vocational accidents need to be investigated including the review of the event development. 2.Constructing a comprehensive failure cases knowledge database should not simply focus on the responsibility of law-breaking. It should explore the invisible key factors and aims at developing the vocational accident events as the accessible knowledge. 3.The factor analysis and solution for vocational accidents should be comprehensively recorded so that the vocational knowledge can be formed accordingly. 4.It is suggested to adopt factor analysis for the causes of future vocational accident by distinguishing from the judiciary responsibility. This research provides the basic model of failure cases and analysis items of vocational accident investigation so that an overall vocational accident knowledge base can be developed. 5.In order to develop the vocational accident cases as accessible knowledge, it is suggested to learn the experience from Japan which conduct “Application Seminar for Failure Cases Knowledge” by inviting the experts of academic and practical fields to develop the information platform for vocational accidents by adopting the analysis methods offered from the study of failure. ※Keyword: Study of failure, Accident Investigation, knowledge Base, Failure cases
