This study was proceeding in Hi-Ann community of Nan-Ao Township in I-Lan County adjacent coastal windbreak based on qualitative research method including data collection , interview, principally and assistance by questionnaire. Conclusions are as follows: 1. Hi-Ann community residents have consistent viewpoint on the change and environmental of windbreak. 2. How does windbreak which is disappearing influence environmental value, execution, and decision making of the community residents. 3. The community leader and society organization are the two important factors and solid community perception to keep Hi-Ann community residents participating public affairs. 4.
