Especially the fact that air traffic controllers in Taiwan are trained differently between military and civil training system which causes diverse understanding on the administration procedure is one of the commonly accepted reasons of safety problem. The purpose of this study is to build a competency development model that fits the characteristics of Air Force administration procedure and connects with competency development model of civil system and advanced countries. The study intents to develop as the foundation for human resource utilization and competency developmental program of Air Force traffic controllers.      The present study used qualitative analysis method, collected academic references, minitary and civil training projects and manuals, and secondary information, such as training methods of air traffic controller in advanced countries, and conducted in-depth interviews with experts of air traffic control and surveys from an air traffic controller with all position licenses. Finally, based on the current air traffic controlling situation in Taiwan, this study systemically analyzed human usage, competency development model of military and civil air traffic controllers from three perspectives:policy, education and implementation.      The result of the present study, the "Air Force Traffic Controller Competency Development Model" employs objective management orientation to provide related associates a comprehensible, quantifiable, feasible, objective-oriented, suitable training model. According to the training model of each stage, air traffic controllers can utilize expertise qualification training, on-the-job training, and expertise re-training in order to develop expert knowledge and skills, and ensure expertise through performance evaluation system. Furthermore, management skills can be strengthened by job rotation system which increases human resource efficiency and overall operation. Finally, the present study concluded by suggesting for associated department.
