Furthermore, this research also investigates that under different ways of carrying out service learning by each school and different individual background, the variation between students’ understanding and attitude in service learning, as well as outcomes and challenges brought forth by service learning. This study used a customized questionnaire about “the implementation of service learning in colleges from Yilan County.” Subjects included students from 4 colleges which have implemented service learning before the end of 2008 academic year in Yilan. 500 out of 600 questionnaires got responses and the return-ratio reached 83.3%. Data collected from questionnaires were processed using SPSS12.0, a statistic analysis software, to proceed a descriptive statistic analysis 、one-way ANOVA、Scheffe and Pearson product-moment correlation. Based on this study, the perception, attitude and outcome of service learning for college students in Yilan achieve high standard. The execution of service learning, identification of difficulties and challenges for service learning of each college reach normal standard. Moreover, the implementation of both service learning and curriculum has a more positive effect than that of both service learning and labor work on students in the following aspects: learning cognitions, attitudes, outcome, and identification of difficulties. The inter-analysis of the following perspectives indicates that service learning cognition, attitude, outcome and implementation show a significant positive correlation between one another, and also the overall evaluation of service learning. The difficulty and challenge of service learning shows a significant negative correlation to the overall evaluation of service learning. However, it doesn’t show obvious correlation to these aspects of service learning: cognition, attitude, outcome and study. As for student background, Males or volunteering experiences have more positive recognition toward service learning. Meanwhile, religions show no significant effect on any service learning aspects. It can be proceeded in two aspects to achieve full-scale and long-term service learning. From policy aspect, it is suggested that ministry of education legislate for fixed budget for subsidization, establish professional consulting association and provide schools with resource and assistance relating to service learning. In addition, service learning and curriculum should be taken into consideration altogether when designing service learning programs. For encouraging teacher to give classes that combine curriculum with service learning, each school should design and set up a reward mechanism to incorporate service learning to considering teacher promotion and evaluation. From implementation aspect, to carry out service learning efficiently in each school, it can be applied to the all students and it is a top priority to emphasize on developing students’ service attitude.
