Summary:碩士 === 國立花蓮教育大學 === 幼兒教育學系碩士班 === 97 === The purposes of this study were to explore the performance of The Instructional Guidance and Consultation Approach, and the feasibility of implementing the Balanced Scorecard to The Instructional Guidance and Consultation in the Kindergarten in Hualien County.The research method used in this study was content analysis of literature review. The researcher documented and analyzed the process of establishing Balanced Scorecard into Hualien Kindergarten’s Instructional Guidance and Consultation system. The result was found that The Instructional Guidance and Consultation Approach would be powerfully effective support system and professional exchange platform when the Approach is friendly and appropriately implemented to the kindergarten classes. Also, through out the organized Instructional Guidance and Consultation system, a great value of education would be created when the members of the Kindergarten Class’s teachers and the members of Instructional Guidance and Consultation Team cooperative. In the educational manage transition, the Instructional Guidance and Consultation Approach in practice could achieve that educators became the value partner of strategy organization in order to create human intellectual capital for the changing society by encouraging educational managers to select measures from three perspectives: "Customer," "Internal process " and "Learning and Growth."
