Summary: | 碩士 === 國立新竹教育大學 === 教育學系碩士班 === 97 === The issue or research on the topic of migrant teachers in elementary schools was not much. There was also little concern about it among social public. However, more and more migrant teachers exist in school nowadays. Therefore, the researcher wanted to raise social public’s awareness to the issue of migrant teachers through this study.
This study divides into three parts, which includes basic cognition of migrant teachers, their situation, and how they accustom to what they encountered with document analysis、 in-depth interviews,and researcher’s introspection notes. At last, some related suggestions are listed for reference.
I. The government policy aspect
1. educates the personnel the control
(1) To continue to implement the teachers to live the
cultivation population the limit, carries on the series quantity control, and cultivates the center to the
teachers to carry on comments, lets the teachers live
the cultivation quantity to reduce largely.
(2) Establishes the teacher to leave the stage the
mechanism, should not only be the teacher serves the
tenure in office to be retires, should not contain the
eligibility teacher's elimination, and accelerates to carry on, favors the educational circles to have a
better metabolism.
2. The impetus fine education
(1) Enhances the class and grade teacher post
establishment, the government can enhance the national elementary school class and grade teacher post
establishment to 1.8 even 2.0. Decreases the teacher to
bear, to increase the student to listen to reason the
opportunity.
(2) Reduced the class and grade population, the educational
administration institution must continue to arrange in
order the funds, the young each colleague number
reduced to according to the laws and regulations the
country in below 30 people, even dropped to 25 people.
On the one hand promotes the teacher teaching result and the student studies the effect, can also have more official teacher's duties to lack.
3. Relieves acts the teacher pressure
(1) To lengthen acts teacher's term of engagement, gives the school to have the co-operation to act the teacher tenure respectively the free right. Regards the school to need to act the teacher category to make decision of the term of engagement length.
(2) Provides acts the teacher duty to counsel, in the school standpoint, regarding the recently proxy teacher, before should give them some work to take office the counselling, let their running-in period reduction.
(3) Impels the teacher card to illuminate the system, the teacher proves, since is one kind of specialized
ability proof, then does not need to screen the proxy
teacher again by way of the written examination, has
other factors to be able to decide that acts the
teacher to appoint or not.
