| Summary: | 碩士 === 國立新竹教育大學 === 人資處教育行政碩士專班 === 97 === This study mainly discussed the current status, difficulties and development strategies of operating the three community universities in Hsinchu County. It has adopted the interview method as the main research approach, and accompanied with literature analysis and focal group symposium in order to achieve the aforesaid purpose. In accordance with the result of literature review, this researcher has further drafted the interview outline, and selected 9 interviewees from the administrative personnel, lecturers and students of community universities in Hsinchu County as the interview subjects to carry out the in-depth interviews. Moreover, according to the interview results, this research has invited 10 experts and scholars who are good at the research on operating community universities, core operators of community universities and former evaluation committee members of community universities in Hsinchu County to participate in the focal group symposium with aiming at the difficulties and development strategies for the operation of community universities in Hsinchu County. This study has proposed the conclusion and suggestions in accordance with the comprehensive discussion of interview and the focal group symposium.
This study has obtained these following results:
1. Operating principles and goals for community universities in Hsinchu County are almost identical to the originally planned basic principles for community
universities.
2. The organizational structure for community universities in Hsinchu County is a flat organization. The number of student recruitment has rapidly grown over the years. The marketing approach is diversified, and the curriculum will be planned by referring to students’ learning demand and the survey of teaching satisfaction. The resources of universitiy operation will be from the subsidies of various public sectors and the revenue of credit programs. In addition, actively processed various activities that teachers and students can be jointed together, or the operation of community universities by the corporations, colleges and universities and national senior high schools will have their own advantages and disadvantages respectively.
3. Difficulties in operating community universities in Hsinchu County include: (1) For various school affairs, the manpower of administrative personnel, the school operating fund and location are insufficient; (2) The period of the authorization contract with applying the open bidding method is one year which may possibly cause a high operation uncertainty for the operators; (3) Marketing planning is lacking of the systematic and main-shaft marketing approaches which caused these schools have lower reputation and publicity; (4) The number of students who took academic courses is low, thus the intention rate in public forum is small; (5) Standards of course classifications are undefined; (6) Course planning is unable to show its main characteristics; (7) Insufficient information sources of the resource integration; (8) Course contents are seldom merged with the public issues.
4. Development strategies of community universities in Hsinchu County can be divided into 5 categories: organizational operation, marketing planning, course planning and implementing, resource integration and encouraging teachers and students to join the public forum. The 23 concrete developmental strategies has been proposed.
In accordance with the conclusion of this study, the researcher expectes to provide various specific suggestions for education authorities, administrative organizations, community universities and follow-up researches to advance the operation and development for community universities in Hsinchu County.
