However, if the spare parts acquisition timelines were delayed extensively, downtime for major equipment will increase as a result of failing to provide spare parts needed for maintenance in adequate and timely fashion. From the perspective of managers responsible for spare parts acquisition of Taiwanese armed forces, this study attempts to discuss and analyze various key “nodes”along the path of armed forces, spare parts acquisition operation by utilizing the concept and philosophy of “critical chain project management ”and “velocity management”. By analyzing influencing factors of significant importance via the methodology of expert interview and survey. Six major influencing factors contributing to the delaying of spare parts acquisition have been identified by this research, to include failure of military services in filing and submitting their respective spare parts requirement in a timely manner. It is of utmost importance that we enhance logistics and supply chain management, reinforce guidance and internal control so as detect abnormality early on and take preventive/preemptive actions to mitigate adversarial consequences.
