A brief audit on financial statements is also conducted. Little effort is made, however, to review the overall management efficiency of the sheltered workshops. In this research, therefore, we will focus on exploring the different management efficiency of sheltered workshops, targeting service-oriented and dining-oriented sheltered workshops in Taipei city. The relevant data during the period of 2005 to 2007 was collected for evaluation of the management efficiency using the DEA (Data Employment Analysis) approach. The results of empirical research shows that, among all the dining-oriented sheltered workshops, A06 and A07 have the best performance in overall management efficiency, and A01 the poorest. For service-oriented sheltered workshops, B08 has the best performance and B06 the poorest. By analyzing the reference groups, we found that the 2003 performance of A06, a dining-oriented sheltered workshop, and the 2005 performance of B04, a service-oriented sheltered workshop may both serve as the benchmarks for most of the inefficient DMU’s in terms of management efficiency. The results of sensitivity analysis also show that four dining-oriented DMU’s (A0296, A0694, A0695, A0696) and six service-oriented DMU's (B0194, B0494, B0596, B0794, B0996, B1096) demonstrated a very evenly spread resource utilization. There was no special input or output variables to affect the efficiency of the DMU. The research results will provide a direction for inefficient DMU’s to make improvements. They will also serve as a reference for the responsible authorities when planning resource allocation among the sheltered workshops. The results may also be introduced to the municipal or county governments for evaluating the performance of sheltered workshops, thereby maximizing the effectiveness of the research and providing better care to disabled people.
