As the Military News Agent ( MNA) and the TV center for every branches of the armed forces spent considerable expenditure to make video and film for the military training and education program, all these valuable products could not be shared or reprocess in the Armed-forces due to the government policy, regulation and complicated bureaucratic rigidity or the limitation of capability of the information technology. It is a regrettable result that these products could be reformed and advanced the program to efficiency and more sophisticated quality as well as became the precious assets of the teaching and training system. This article try to throw a sprat to catch a whale as conduct a study of education WebTv for the Armed-force in Taiwan. However, to build up a WebTv for training program among those limitations mentioned above is a tough challenge without any studied case or issue. As the program is the fundamental element in TV station, Therefore, this article would use Unified Modeling Language to structure a set of expressing method in crystal-clear and easy-understanding steps with graph showing figures. Hopefully, this method could apply to the making procedure in military TV programs in order to set up a Professional Work Modeling Language. In the future, this Business Modeling Language combined with the case-study would become standardization for the generation and next. More and over, it would be an indicator for the development and reform and be a vital reference to the military educational program TV station.
