This study is focused on the alternatives to improve such in-efficiency. After comparing military (vehicle material) and local commercial supply chain,it is revealed that the military shipment process if too complicated to achieve regulation’s criteria. And two alternatives to improve such efficiency gap are raised. A cost-effectiveness analysis is conducted based on practical data collected from military and commercial sides, the results of the analysis indicate that the vehicle material direct from the supplier to end-user not only fulfills regulation’s criteria but also minimizes the costs of handling and shipment. The cost-effectiveness analysis compares shipment period (in days) and storage, manpower and shipment costs. Further study may focus on contract management and the impact on war time.
