Scrap tire piles help spread the Dengue fever, the West Nile virus, etc. If a scrap tire pile catches fire, the dense black smoke causes serious air pollution and the tire fire is difficult to put out. A lot of water is needed to spray to control such a fire. The sprayed water carries toxic chemical substances and permeates into the ground polluting soil and groundwater. The scrap tire problem is common worldwide. Recently, governments, researchers and environmental protection organizations worldwide try their best to recycle resources, and develop the “Extended Producer Responsibility System” to clearly define the responsibilities of post-consumer products. Enterprises also develop their reverse logistics infrastructure to strengthen the ability to handle scrap products manufactured by them. This thesis discusses the scrap tire problem in Hualien County under the above background. This thesis first describes the general scrap tire industry in Taiwan and records the relevant aspects of the scrap tire problem in Hualien County. The thesis reviews the scrap tire policies in the United States and European Union for reference. At the same time, the thesis also discusses the effect of different options for Hualien County under the current policy and the given resources. Finally, through extracting characteristics from the field study, the thesis proposes a mathematic model to provide the hauler a collection schedule. The proposed algorithms based on the Vehicle Routing Problem model reduce the total distance traveled.
