After undertaking anti-dumping investigations, importing countries can initiate another investigation of retroactive application of anti-dumping duties under certain situations. In Taiwan, there is limited regulation regarding to this practice and the related studies are in the initial stage. This study establishes the constructs on retroactive applications of anti-dumping duties that affect exporters from subject countries.
This study collects expert questionnaires from government department, academic field, and industries and data are analyzed with Analytic Hierarchy Process to discover the weighed values of factors affecting importers from subject countries. Results of this study can provide information for exporters when selling goods overseas and to avoid retroactive applications of anti-dumping duties.
