The mountainous terrain of Hualien County is long and narrow with less plain area, once the disaster hit the area, it might easily trigger landslides and traffic interruption, even forms the Island Effects, which reveals that it is necessary to establish a self-sufficient disaster strain management system in such area. But there still exists some hidden problems in terms of the practicality of disaster engineering management in the present disaster prevention system which involves the vertical integration and horizontal division of labor. The disaster management is a cross-scale work of integration. Rather than keeping increasing the efficiency and neglecting its original ability, the disaster strain is a directing and dispatching system which combines the disaster prevention and rescue to allow the organization to evaluate the capacity of adaptability through resilience engineering when facing frictions, changes, and pressures. Therefore the concept of resilience is the foundation of disaster strain and management. This research will discuss subjects which involve natural disasters in depth and carry out the appraisal with the organization’s resilience and flexibility when applying the concepts of resilience engineering on the disaster relief system, also have a discussion on the appropriateness both of emergency operation center and incident command system, in order to help improve the efficiency and management of the disaster prevention and rescue of the local government.
