碩士 === 國立東華大學 === 公共行政研究所 === 97 === 　　In recent years, due to the large amount of carbon dioxide emissions caused by the Earth's greenhouse effect and climate anomalies, which have seriously affected the quality of human living. In a variety of energy-saving methods of carbon reduction, green roofs can not only increase the urban green space, but also gain the adsorption of carbon dioxide, improving the urban heat island effect, indirectly lowering the heat of building and reduce energy depletion. Many foreign cities have been implementing green roofs policies for many years. Accordingly, the experience of green roof policies executing in Portland, Chicago and Toronto will be a implemented paradigm in Taipei City. 　　In this study, documentary historical method examines policy tools, green roofs and green architect through papers, journals, Web information to understand the implementation of green roof policies and histories in foreign cities, the past and the present green roof policies in Taipei city, then, to classify the types of policy tools as the theoretical basis of this study analysis. To interview with the staffs of green roof-related industry, non-profit organizations, government departments, illustrate the current situation, limitations and recommendations when the Taipei City confronts with variety green roof policy instruments. Finally, discussing the following questions: 1.What kinds of foreign green roof policies are worth learning for Taipei City? 2. What limitations may be the current implementation of green roof policy in Taipei City？ 3. What may be the ways of Taipei City when learning green roofs policy experience from foreign cities in the future? 　　The found of Study: The information must be universal before using coercive tool.; Currently, the green roof technology and industrial development are not entirely mature that the policy implementation will be difficult; To reduce some fee can be considered incentives.; incentives or compensation will not only increase the engagement of installing green roof, but also affect the cost of green roofs market. The study suggested that Taipei City Government should resolve the illegal metal housing problem first, and follow the execution of developing green roof policies in Toronto；First of all, to require public buildings install green roofs as a model for private buildings, to develop the standards and certification of green roof technology, and pay attention to the importance of the maintenance and performance management.
