The study stands out above people’s perceptions and experiences of the policy of “energy label” which has been few attention on it, and futher, proceed the empirical research to each construct in these theoretical model. Differing from previous researches, there are five purposes summarized below:
1. Discussing the development of the policies for energy label and the issues of the subvention gists for buying the household appliances.
2. Through literature review, proposing a theoretical model to verify the relationship between the factors in the model and measure the consumer behaviours for diverse demographic population via hypotheses test.
3. Surveying the consumers by questionnaire to proceed factor analysis and explore the diversities between these factors in order to review the achievement of the subvention policy.
4. Investigate the two various groups of purchasers and non-purchasers for buying energy label household appliances.
5. Recommandations are made accordings to the findings to government agencies for advacing such policies.

Furthermore, in the four factors, in turn, performance risk, financial risk, perceptive sacrifice, and perceptive assurance quality, there are significant differences across gender. The study has been done well on the reliability and validity of the theoretical model, and provides essential references to the government agencies.
