碩士 === 國立東華大學 === 公共行政研究所 === 97 === Governing which is one kind of process、one kind of relations、one kind of thought and also should be one kind of practical operation. The process includes some important factors which are the relationship、the establishment of system and rule、the resources supporting to each other and guiding to union by the integration synthetic effect. If local governments want to promote their governing abilities, they shall cause the power 、responsibility and the resources to unite as one. The achievement of a government will be showing on three things which are the governing system、 the interaction process and result. Governing jobs are not only emphasizing the network members to participate in the interaction result, but also paying attention to the key considerable factors suggested by the scholars. This study paper drafts nine kinds of suggestions as follow： 1. The status of government policy achievement（satisfied by the people）. 2. The satisfaction of government organization and operation. 3. The satisfaction of the customer （the people）. 4. The government system and rule. 5. The distribution of resources. 6. The interacting situation among everybody. 7. Refer to the recommendation paper concerning local governments to build governance capacity assessment model research------written by Chin-Peng Chu etc.(2004) 8. Refer to the recommendation paper about the research of evaluating counseling and management capability of local government ------written by Jun-De Dra etc.(2007) 9. Refer to the two recommendation papers concerning indicators of Taiwan's public governing research --written by Ray-Shang Jang and Gang Chang etc.(2008、2004) This study takes the way of detail interview with the people who are experts in the scholar mastering in study of government、the county director in charge of Research and the leaders being responsible for the jobs concerning the central contacts with local business. Besides，it interviews and takes the records with councilors and the members who serving in Hualien County departments of personnel、 finance、Research. According to the result of questionnaires，there is a gap between ideal and practice. The vision and practice must be coordinated by the government system. Suggest that the central government can force on amending the law to give greater ease of powers of personnel、 finance、 planning and review the integrity of local government administrative management organizations to enhance the consistency of local government development、to match central government plan and to gain reasonable and sustainable of resource distribution.
