This thesis not only explores the defect of reinventing government in Taiwan, but also provides the people of concern with the Government's initiatives for further understanding and awareness. Over the past fifty years, Taiwan has created an economic miracle, out of the authoritarism of the system, step by step toward today. Facing of challenges of the new century, we must think about the transformation of the entire State apparatus. The first wave of reform started from Vice President Lien Chan, as president of the Executive Yuan. Vincent Siew, President of the Executive Yuan has continued the task in 1998, carrying out the second wave of reform - "reinventing government movement." For this thesis, the period of exploring is 1998 until after the time of writing this paper. There are five implementation-oriented aspects for this thesis study to assess the reinventing government in Taiwan, including reorganization, personnel management and service process reengineering, financial management and recycling, the rule of law and recycling, which are based on "Reinventing Government Movement", published by the Research, Development and Evaluation Commission,Executive Yuan in 2000.
