Then according to the result of the study, provide some concrete suggestions for the administrative operation in the future. The research adopts the investigation method of questionnaire. First, carries on the literature analysis and the correlation research discuss. Then according to the result of the document analysis, the researcher makes up the pilot questionnaire of teacher’s participation in administrative decision-making and school effectiveness. The research totally sends out 320 questionnaires, the valid samples 302. Using “SPSS for Windows 12” to analyze the data: the reliability and validity analysis, the descriptive statistics difference with mean, standard deviation, percentage, independent sample T-test, oneway ANOVA, Scheffé method and Person Correlation analysis. Finally some conclusions and suggestions were proposed. The research conclusion is as follows: 1. The average scores of junior high school teacher’s participation in administrative decision-making in Chaiyi City and County are high and with the highest average score in “curriculum and teaching.” 2. The average scores of junior high school effectiveness are high and with highest average score in “communication and negotiation in administration” and “teachers’ teaching quality.” 3. The teachers in junior high school of different academic backgrounds, duties, school scales and school locations in the performance of the teacher participation in administrative decision-making have obvious difference. 4. The teachers in junior high school of different sexes, duties, school scales and school locations in the performance of the school effectiveness have the obvious difference. 5.
