This research aims to study the new immigrant policy and social network in the Hakka area. It discusses new female immigrants from both Hakka and non-Hakka aspects, and uses interdepartmental collaboration theory as a tool to analyze its enforcement, as well as to understand the interaction of policy network among departments. By using Critical Race Theory as the core, this research shall reflect and probe into the social situation and educational situation of new immigrants. At the same time, this study will examine the four major projects and activity contents by the service center for foreign spouses in Miaoli County via social network. In addition, this study hopes to discover and analyze various projects, activities and new immigrant policy networks by both the service center for foreign spouses and government agencies, as well as how these projects and activities affect the education, demographical variations, and adaptation of lifestyle of the new female immigrants in Hakka area. This study adopts qualitative research method. By conducting literature review and in depth interview with new female immigrants, service center for foreign spouses, Social Affairs Bureau of Miaoli County, and the Miaoli Office of the National Immigration Agency, Ministry of the Interior. This study discovers that the various project, activities, and policy networks implemented by the government and NPOs indeed provide in facto assistance to the new female immigrants, and have helped their problems in daily living. Finally, this study hopes the conclusion and suggestions could provide useful references to the government and the NPOs to implement various new immigrant policies.
