Since 1996, Small and Medium Enterprise Administration, Ministry of Economic Affairs established the first incubation center and started incubation services. The two ways are the most important things in university-industry cooperation history of Taiwan. Through the study in the regression model, we can find that the four variables, capital, the number of employees technical cooperation with public institutions, the degree of industrial competitiveness have impacts on university-industry cooperation. In additional, firms which have smaller capital in manufacturing industry have negative relationship with university-industry cooperation. In government policy, the purpose of that government drive university-industry cooperation is to increase the survival rate of new firms and to decrease risk and cost of acquiring new technology, but this study shows some firms think university-industry cooperation will spend a lot of money and not achieve benefit. Finally we make three suggestions for university-industry cooperation subject from the study. First, government plans the way of university-industry cooperation especially for big-sized firms. This study shows that establish consolation institution for capital surpassing the specified amount differ from general incubation centers. Second, the government should assess the goal of setting related university-industry cooperation institutions in the future to avoid wasting capacity.
