In Taiwan, there are three major systems operated, “pharmaceuticals payments of Bureau of National Health Insurance”, “WTO” and “GMP”. These regulations could vary by countries but they all aim at the protection of compatriot health. In recent year, globalization becomes the major trend around the world and GMP harmonization has been projected by regions gradually, take Europe for instance, EU committee establishes “The Pharmaceutical Inspection Co-operation Scheme (PIC/S)” regulation which gives the most significant example for the harmonization and PIC/S therefore extended to be a unanimous GMP standard in 21st century for international cooperation. In order to be able to stand out in the international market, Department of Health, Taiwan announced detail schedule for PIC/S implementation in 2007 and target 2010 be operational in Taiwan. PIC/S GMP gives more stringent norms on the hardware. Due to this reason, numerous pharmaceutical companies might require to further invest their facilities for enhancing product quality. The main goal for this study is to discuss how the “institutional” power would affect the pharmaceutical organizations and observe that at current stage what would be the adequate strategies for the firm under the organizational changes arising from “institutional force”, which so called (isomorophism). However, how to successfully develop core competitiveness and dynamic capability for enterprises in mimic condition among each other will be the most attractive part in the study. This study will step further to look at the “resource” and discuss the possible application on the resource integration in order to be capable of moving forward competing in the international market. This research adopts case study and construct future developments with two aspects, “Institution” and “Resource Base” Theories. Information was collected relating to the global and local industrial situation and thesis, periodicals, and articles were also to be reviewed for the same. For further investigation, one of the most significant pharmaceutical companies was selected and the research of organizational development by timeframe was been studied. Through the theories and proven by the case study, it could derive the provision of industry to the development of a unique enterprise’s core competitiveness and ability to inter-organizational dynamics in order to conquer international competition and to provide feasible solutions to government, industry and researchers to take into consideration. The study comes out with several important points as below: PIC/S GMP makes the globalization trend to be faster and it also derive the change of products development and resource application for local industry in Taiwan. For example, concerning product development on manufacture, it developed from diversified products to be more focus on particular field. To derive the specificity capacity of local pharmaceutical firm, integrate the resources of each other will no doubt be the feasiable way.
