It contained the Government , profit organization and Non-profit organization and present to the Network game and Network construction management. After the 921 earthquake, the government immediately established the Sun Moon Lake National Area. Because of Sun Moon Lake National Area was established that the network is became more multidimensional and complete. Furthermore, after the shake (921) about ten year period, I surveyed the Shueili township it tourism industry and network governance what is distinct than before and the future forecast. This research will show some significant items: 1. There are numerous beautiful sceneries and abundant natural resources to develop the tourism in Nautou. For Shueili township, water is the important cultural property. After the historical transformation and the generation’s transformation, the water industrial culture, cultural heritage and cultural elements should be preserved. Let the tourism be permanent. In the future, the Shueili tourism would (should) develop like that. 2. After the 921 earthquake, Network Governance was changed and no doubt the biggest thing was the government established Sun Moon Lake National Area. It brought a great effect on the Shueili tourism and cultural industry But Government policy was not lasting. 3. Network Governance and Social Capital because the local government disagreements and had no faith to each other, so “Political entrepreneur’s morality” still need to be set up. Luckily, Network Governance and Social Capital had more process and growth because it depends on the network extension. 4. Nowadays it is the Government to head on Network Governance. However, we should strengthen Nonprofit Organization’s role and ability in the future. Then, let the community residents’ consensus get together and transformed to conform on Network Governance.
