When ruling and opposition camps become more appositive in political situation, all kinds of civic groups, like Non-Profit Organizations(NPOs)and Non-Governmental Organizations(NGOs)can develop continuously and effectively, and make the civil society more perfect. On the other hand, in face of the severe diplomatic difficulties, Taiwan often must expands the international space through civic groups. This thesis used the theories of civil society as the threshold, and tried to describe the role of civic groups, summarize and integrate the development paths of Taiwanese civic groups in the construction of civil society through retracing the history of the Taiwanese civic groups’ development. In this research, the author used case study and depth interview methods, and selected several civic groups to analyze the background of development, relationships between civic groups and the government, relationships among civic groups, and civic groups’ international communications. This research showed most civic groups established after 1987, the year of declaring martial law ended in Taiwan and in response of new issues with changes of the society. Relationships between civic groups and the government often showed as legislation and revises of laws, demands for particular cases or events, and cooperation with the government. Taiwanese civic groups’ international communications often showed as participating in international meetings, and civic groups sent people to study international groups’ experiences and techniques abroad, some civic groups had connections with international groups for particular cases, or participating in international aid events. Relationships among civic group often showed as cooperation for particular cases or events, participating in alliances, and cooperation with grass-root organizations like schools, churchs and other associations, etc. For the development of Taiwanese civic groups becomes more perfect, to help the construction of civil society in Taiwan, the following suggestions were supported by this research findings:The management institutions of civic groups should be integrated as soon as possible, establishing good self-regulation mechanisms, establishing fine donation institutions, civic groups and the government should strengthen relationships, civic groups should strengthen international communications, and the cooperation among civic groups should be reinforced.
