The stigmatization affected the price of real estate, unsalable fish production and even negative social interaction. The author sets up 3 ways of evaluation of policy efficiency to analyze the formation, planning, implementation of CPDC community’s de-stigmatization policy based on the sustainable development, which takes environment protection, economical development, social justice into consideration. In this thesis, specialists are key factor for policy formation; community leaders and specialists are main planners in policy planning; community leaders also dominate most during process of policy implementation. Most interviewees felt current de-stigmatization policy as inefficient, for the reason of lacking large-scale propaganda and residual pollutants without totally cleaned up. Four research suggestions are provided in later section of this thesis, aimed at research findings, and they respectively are encouraging participation of community residents, making good use of mass media’s power, integrating different governmental departments, considering the time point of de-stigmatization policy.
