碩士 === 國立成功大學 === 政治經濟學研究所專班 === 97 === Poverty is a common problem in any country regardless its level of economic development, which also has profound effects on Taiwan’s political economy. Although scholars’ viewpoints toward this issue are diversified, to reform the macroeconomic environments is unanimously suggested. The thesis aims to investigate the features of low-income households, which have income level below the official poverty line set by the local government, during the period of 2001 to 2007 in South District of Tainan City after the massive closure of manufacturing firms in the local industry zone. The study makes comparison and inquiry into attributes of the low-income households, specially, the households which was poor and then out of poverty. In order to take the time objectivity of poverty duration into consideration, the study focuses on the dynamic analysis of cross-section data by adopting proportional hazard model and life (or mortality) table. From the life table methodology, the mode number of poverty is 2.7 years can be calculated. The main findings from the estimation of Cox proportional hazard model are (1) the variable of ‘employment’ is the single most significant reason of being poor or getting into poverty, and (2) the combined attributes have more than proportionally enlarge the probability of households being poor or getting into poverty. Thus, government should create more job opportunities or subsidize training courses to help the poor shorten the duration of poverty or even move out of poverty.
