This research focuses on the migration of the hand-tool industry in Taiwan, and finds the tendency of what hand-tool industry will be in the future, taking expert advice and drawing up the strategy to give the hand-tool industry assistance and to come off the dilemma.   This research focuses on the non-power hand-tool whose HS codes are from 8201 to 8206. The data are from the Input-Output Table, which are published by Accounting and Statistics, Executive Yuan, Aggregate & comparative financial statements and customs duties from the APEC tariff Database and the website of Japan Customs.   The article took three offset models, which are the “Production Migration”, the “Market Migration” and the “Innovation Migration”, as the main axle, combined “Comparative Advantage Analysis Model” and “Interindustry Interdependence Analysis Model”, analyzed the region economy influence, took the expert interview, and had the “Diamond Model” for strategy at final.   The early value chain of the hand-tool industry in Taiwan was the “Production Migration”. Hand-tool manufacturers built the plants in Mainland China and Vietnam, imported half-finished product, exported the well-finished product, and had lower produced cost. Now the value chain of the hand-tool industry is the “Market Migration” and the “Innovation Migration”. The hand-tool manufacturers set the footholds up in various countries and reduce the market concentration degree. They regard the market in Mainland China, and put certain budget on the research and development when the business profit diminishes.   The influence appraisal on the regional economies pointed out that the 1/5 proportion of the hand-tool export in Taiwan were the “ASEAN+6”, and the biggest country in the hand-tool export to the “ASEAN+6” was Mainland China, which occupied 6% in 2007. The customs duties for hand-tool in Mainland China are from 8% to 11%. If Taiwan is unable to join the “ASEAN+N”, the hand-tool industry in Taiwan will be unable to endure the customs duties and move toward the nation in the “Free Trade Zone” for free tariffs. The “Diamond model” showed that the offset factors of the value chain of hand-tool industry in Taiwan are the human resources, the knowledge resources and the foreign market. If Taiwan can strengthen the competitive advantages, Taiwan can reduce the hand-tool manufacturers’ motive power to offset.   Increasing the research and development expense to find the new market, developing domestic market, facing up the influence of the mainland China on Taiwan and breeding the talented person are the suggestions to entrepreneur and government respectively. Reducing the production cost by offsetting to the developing countries is not the good strategy for hand-tool entrepreneur to choose and maintain the competitive advantage. The hand-tool entrepreneur should take the research and development seriously, figure the domestic market out, and replace the foreign hand-tool import with the domestics. If the government in Taiwan can stay harmonious relationship with mainland China, which is the main importing country and the exporting country in Taiwan, join the “ASEAN+N”, and solve the human resources dilemma in the hand-tool industry, the hand-tool industry will enhance the competitive advantage and reduce the possibility to offset.
