Summary: | 碩士 === 國立成功大學 === 都市計劃學系碩博士班 === 97 === In the past decade, lands in industrial parks became unused or disused because many enterprises were moving to Southeastern Asia owing to globalization, international economic change, and higher manufacturing cost etc. Owing to the time lag on industrial parks’ development, high rise on land and labor costs and market recession, many enterprises were leaving to other countries and unused or disused problem become more serious in industrial parks.
The central government carried out the preferential clauses of 006688 in 2002 intending to promote unused industrial lands in newly developed industrial parks in Taiwan. The subsidy can lower down the cost of lands thus provide an incentive for the enterprises. Meanwhile, the new policies in China result in the largest pull-out effects of Taiwan inventors and provide the Taiwan government opportunity to re-attract them back.
Thus, this paper focuses on the central and southern industrial parks in Taiwan which encountered serious unused industrial lands problem. The questionnaire survey reveals that, (1) the high land price has indeed lower down the incentives on industries’ investment and cause unused problem in industrial parks;(2) though the orientation on general industrial parks and high technology parks is different, the majority enterprises in the two parks mainly are mass production and traditional ones;(3) most new coming enterprises are local industries;(4) the marketing strategy is important, however, the downcast competition and overall economic change are the main problem. Thus, the government should offer proper assistances and preferential clauses to help improve the investment environment.
The research shows that the “preferential clauses of 006688” is the true reason to attract investors back, also, the government should focus on local industries. Besides, the government should emphasize on both living and manufacturing environment in the future industrial parks and provide more assistance on professional human resources or techniques. This way can promote local industries’ competition and solve the long-time unused industrial lands problems.
