Traditionally, restorations done by the directed by public bureaus overemphasize on providing land and public infrastructures with planed reconstructions. However, these legislations usually did not accompany by effective administrations and resulted with the lost of characteristics. Moreover, these legislations disable everlasting sustainability and degenerate business establishments. The objective of this study is to establish a well thought out public-private cooperative operation for resuscitation with an emphasis on the construction management and the characteristics of the old city central business districts of situated public spaces. A discussion on movement of BID projects - successful cooperation between public bureaus and the privatized management, the achievement on autonomous old city business central business districts in Western countries with a government authorization of private corporations is included in this study. An examination on current regulations on planning and management implements in public bureaus in Taiwan will be presented in this study in order to give a deeper understanding on the efficiency and applicability of these regulations. Comparing case turn-outs in Taiwan and those are in other countries, this study will conclude with suggestions on BID planning and its applicable regulations for better and more effective autonomous management in old city central business districts by using the true essences of BID.
