There are several adventages, including increasing domestic capitals, stimulating and booming private investments. Nowadays, the Central Business Budget and the Special Budget of Increasing Public Investments are the main sources of the funds. The former is included in the Rules of Preliminary Process and Screening for Major Public Construction Programs, while the latter mostly concentrates on the New Ten Major Construction Projects. Both are focused on the fields of Transportation and Land-use. However, there are still large amounts of unused and imperfect public facilities and metropolitan roads. These situations present the inefficiency problems of the major public investments. In this thesis, it is discovered that these inefficiency problems are related to the system of examing projects independently. The steps of the systems include presentation and check of the whole project, presentation of the project for one year, and the deliberation of the buget for one year. In this regulation, it is easily to have the problems that the related projects are not integrated. First of all, inefficiency and incomplete problems caused by the single project presentation and check are offered by the concept of Cost-Benefit Analasis, CBA, in this thesis. Then, the comparison between independent projects, the system right now, and integrated projects, the system offered by this thesis is made by the Analytic Network Process, ANP. In the end, the result is that while the projects are complementary, competing but in the same region, the same purpose in one region, or the sub-projects in one plan. What’s more, it is also discovered that members in the government, the Council for Economic Planning and Development, and the scholars have different ideas of important indicator in evaluating independent projects and integrated projects.
