However, the linguistic quality requirements that customers describe are usually fuzzy, and must be transformed from abstract concepts into practical goals. The relation degree of each quality factor and the relation matrix of these factors and customer requirements (CRs) are usually expressed by strong, medium, and weak symbols. Therefore, an effective model is required that can transform fuzzy data into clear data and thus enable cooperation with the outsourced supplier in the Quality Function Deployment (QFD) second stage. QFD is a tool that can meet customer requirements by providing a set of system approaches that may help the decision maker to complete the product design, production and evaluation, improving production ability, quality and cost. Therefore this research mainly uses the QFD method, and uses the literature as a foundation for developing the customer quality and the engineering design requirements criterion. In addition, to promote the competitive power of the supplier, this research also considers cooperative and not cooperative relations between the supplier and its outsourcing partner. Exploring and analyzing the influences of different forms of cooperation on the company, and obtaining the best combination with regard to customer satisfaction and production limits, provides the supplier with more information to make decisions.
