碩士 === 國立中興大學 === 國際政治研究所 === 97 === Since the Unification of Germany, it still has an important position and plays a special role in Europe. Germany is located in the center of Europe, because of the location, Germany is always a focus point of world security. After the World War Two, even Germany became two countries, it is still the frontline between NATO and Warsaw Treaty Organization. After the end of Cold War, once again, the reunification new Germany plays an important role in Europe and the World Security Situation. The Bundeswehr（German Federal Defense Force）was established on 1955, at that time, it was the beginning of the Cold War. Because of FRG（Federal Republic Germany）and western side countries’ will, the Bundeswehr has been Integrated into western Allied Force and NATO, and has become one of the most important military power in NATO. However, because of the situation and the Background of Germany, especially about the World War Two, the Bundeswehr is a limited army. The military power of the Bundeswehr only can be used under Europe and NATO structure. This study uses levels of analysis as the research approach, and tries to analyse the international security situation change and the German military reform process. By different levels can find the mutual influence between different levels, and can find that the Bundeswehr tries to find a best solution between Germany’s demand and inland restrictions.
