Mainland China has purchased the long-lasting economic development and continuously adjusted the political conditions and financial system to create the preferential measures and absorb foreign fund aggressively. One of the reasons lead to its successful result was because of its advantageous production condition, such as the cheap and excellent laborers, low land cost, export tax-refund…etc; the other was because of its large-scale domestic market. Only the large, and middle-scale cities along the coast in China have billions of consuming population. Therefore, a large volume of foreign capital was abroad to China, and it exceeded the U.S. in 2002 to become the top one capital inflow country over the world. To moderate the condition of our domestic economy being impeded by China, our government intended to promote the political, foreign affair and other relationships with the countries of ASEAN ( The Association of Southeast Asian Nations) by means of strategic economy. So our government set up “Southward Policy” in 1994 and intended to transfer the investment focus from China to Indonesia, Philippines, Vietnam and tried to weaken the reliance on China and managed to develop the strategy of entering the market in ASEAN. Vietnam, located in the eastern coast of Indo-China Peninsula, bordering the North with China, the West with Laos, Cambodia and Gulf of Thailand, the Southern East with China Sea and Tokyo Bay. Its area is 331,410 square kilometers, and the population of 84.1 million. Vietnam is rich in natural resources, abundant human resources and broad consuming market, and is one of the best positions of foreign investment for Taiwanese industries. In addition, being one of the members of ASEAN, Vietnam is the gangway for Taiwanese industries to expand their market to Hua-Nan area of China, as well as promoting their market to Indochina and entering into ASEAN Free Trade Area. Since the late 199, Taiwanese FDI (Foreign Direct Investment) to Vietnam has been promoted continuously, under the premise of rich natural resources in Vietnam and encouragement by our government, Vietnam was naturally enlisted the most favorable investment area by our “Southward Policy.” In this thesis, the Electronic Industry was taken as the case to explore the layout and strategic analysis of Taiwanese Investment in Vietnam.
