Due to severe effects of physico-chemical and climate characteristic, mudstone areas present unique features not only in natural landforms but also in artificial landscapes. The dilemma between environment protection and resource development is always struggle to the planners. The interrelationship between land use, landscape resource development and profit allotment has make mudstone area development as an interdisciplinary and multidimensional planning. An ecological planning concept of autonomy defense was developed in this study, which Advocate that the utilization of environmental resources is a continuous modulate and compromise processes. The environment itself and the developer are both possess tolerant to external pressures, and respectively leading to a correspondent reaction to defense against. In mudstone environmental planning, flexible planning is used to reflect the ides of autonomy defense. Flexible planning introducing environmental self-cure ability and develop cost as autonomy determination criteria for natural environment and the developer respectively to form a operation mechanism of autonomy defense, and using limited acceptable change, advocacy planning and development permission as operating tools to transform developer’s profit into public welfare via the will of public and professional judgments, thus to confirm the legitimating of strategic decisions. . While in mudstone environmental resource planning aspect, the study addressed a dynamic planning process which integrated concepts of plan unit development, transfer of development rights, floating zoning and public property ownership to deal with changes in environment / needs, and social equity issues. Further, the ideas of growth management, performance standard control, gross control quotas, and public property police power were used to establish a sustainable environmental management system. The study also address an operation mechanism and land exchange, price examination system to deal with the issues of administrative jurisdiction expansion, land integration and industry transformation. On utilization of mudstone landscape resource side, the concepts of four scenic beauty analysis sects , recreation opportunity spectrum, the Maslow Need-hierarchy theory, and space consciousness, which contribute differentiate of scenic value, sequence of environment and recreation, hierarchical mental needs, spatial cognition and behavior management ideals respectively, were link up as a framework which possess hierarchical and vertical corresponding relationships to analyze mudstone landscape values. On selection of mudstone landscape resource side, visual sensibility class(VSC)which developed by forest service by B.C. Canada, was introduced for suitability analysis, yet the original multifarious factors were substituted by indicators of uniqueness and attractive level, and omit visual sensitivity unit(VSU)and visual absorption capability(VAC)procedures thus to enhance usability in practical operation. While on landscape resource selection side, combine SBE model and concept of Delphi, the selection mode was changed from score to sequence. On mudstone conservation method application side, the conventional methods are commented individually, and compose environmental similarity analysis, fuzzy treatment on previous research results, and suitability analysis of similar methods as suitability analysis of mudstone conservation methods.
