At present, all of the government organizations or institutions use Turnkey to invite public bidding, but non-professional organizations take the most responsibilities in these cases. There is none or inadequate professional of construction within such organizations, and as a result, they can not carry out the preparation of the contracts, choosing through public appraisal, examination of blueprint, direction of the process of construction, check before acceptance and so on properly. Therefore, many mistakes and disputes occurred during the process and affect the efficiency of the execution of the contracts. The results of this research, analyzing from an objective point of view, reveal the shortcomings of the execution management process and rectifiable suggestions of contracts relating disputes, and then address what should be improved when government organizations handle Turnkey project from the viewpoints of a project purchasing contract manager of Taichung Hospital Department of health. Owing to the great diversity of the disputes of Turnkey project contracts, this research only focuses on the common parts, and analyses the Turnkey contracts that change their designs by Quality Control steps. About the disputes relating to the changes of the contacts, this research describes the contents of the changes of the contracts firstly, and then describes the disputes. And price making of extra work contents, drawing up the changes and execution of contracts are the main points of those disputes. This research also takes the analysis of the disputes relating to the design changing of a hospital construction as an example, and offers suggestions as reference in the future.
