In order to elevate national competitiveness, our government executes public works extensively, attempts to boost social economy and lower the effects of economic downturn by increasing national infrastructure. Therefore, how to allocate national budget effectively and maximize total benefits under the limited one has become an important issue. Practical operation and previous researches focused more on analyzing given budget and providing the schemes that can satisfy the upper limit of budget. However, budget often changes with different situation in practice; the common way of budget allocation may not solve this problem. In this research, the optimizing model of budget allocation adopts dynamic programming method to solve optimization problems by stage. Also, Pareto Efficiency is incorporated to find Pareto solution as decision mechanism of Dynamic Programming’s staged optimization. Moreover, the concept is taken as the estimating criteria of staged optimization, and combined according to sequence of plans, and finally optimization of each stage is complete in order to find out the optimal scheme. This study takes the scheme of watershed management of Water Resources Agency, Ministry of Economic Affairs as an example; the theoretical framework suggested by this study is implemented to find optimization of schemes and is compared with the factual situation. The purpose is to find the optimal methods of implementing the schemes under different limited budgets, which can not only dispose of the changing budget in practice, but also provide the reference of decision-makers when they conduct budget planning.
