Summary:碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 97 === This study mainly discusses how to effectively manage the conflict occurred, during the process of public construction, and uses the case methodology to focus on the analysis of Houli Science Park Base. It researches the main reason and the goal of the conflict produced from the perspective of “NIMBY effec, i.e., Not In My Back Yard”. Meanwhile, it presents the results and the origin with fishbone diagram, and results from six parts─ the land, the water supply, the power supply, the waste water release, the association of roads, the super-high transformer substation. Also, it states the obstruction of the conflict owing to the development of Houli Science Park Base before and after the manufacturers entered. This study combines the three-stage theory written by Minnery to analyze three parts─ before conflict happened, during the process as well as the result of conflict. Speaking of the methodology, it mainly uses the literature analytic methods and interview. It classified the characteristics of stakeholders according to Mitchell, found out the stakeholders and designed the interview subject and then carried out the interview. It thoroughly inquired into the reason of the conflict caused by six variables, such as: the equipment, the natural resources, the execution movements, people''s demand, the communication channel, and the government promises. It also provides some suggestions for eliminating the resistance of conflict for government administration reference in the future.
