The nine-year Curriculum since 2001 in Taiwan, the full implementation of the nearly 10 years, whether the vulnerable groups to provide equal educational opportunities, that what the study is to investigate. This study is based on Changhua County Elementary School sixth-grade students, for example, students from the school background variables and variables to explore the local Health and the children of foreign spouses and their differences in learning achievements of the education policy guidance. This study access to information for the Changhua County Government Bureau of Education in 2007 completed the sixth grade students in academic performance of the survey database; and Changhua County Elementary School sixth-grade students, students with the basic variables, including gender, whether or not to Children of foreign spouses, schools and basic variables, including class size, school size and location of the school, and so on, to look into this second category of learning achievements of the performance, and to explore the relationship between variables. This research mainly in compare with different background variables of learning achievements of the performance, to explore foreign children's education counseling program, as well as smaller classes and schools in Changhua County's policy relevance in the hope of a national education improvement Reference. By the above-mentioned data processing, this study was an important outcome of the following: I.Gender-sixth grade students, their academic achievement have shown significant differences, with girls than boys. II.The children of local academic whose achievement of the performance is better than the immigrant children. There is difference of significant especially in the area of low urbanization. III.The location of different schools, school size and class size, in the sixth grade of elementary school students learning achievements were significant differences; by and large urban schools performed better, the gap between urban and rural area could be seen there. IV.Different size classes of sixth-grade primary school students in academic performance according to region and the pros and cons of school size varies; them to the city's major schools of students in small classes better performance, and small and medium-sized school class sizes were larger than the performance of the Fine. V.To consider the different between city and country is influence student's learning achievements main factor for generally students and immigrant children. VI.There is significant predictability for school size to new Immigrant children and local children. Finally, this study makes the following specific proposals: 1. Central or local government achievements in the implementation of large-scale assessment tests should be in advance of its assessment of the functions given to assessment of research for the benefit of the use of its follow-up. 2. Promotion the student of the minority ethnicity to fall a bad guidance and track project. 3. To consider the different factor between city and country for distribute the education resources. 4.Carry out small-class teaching will promote education quality.
