This study has seven main purposes: 1. To understand the current condition of elementary school teachers utilizing teachers’ professional development ability in Taoyuan County. 2. To understand the current condition of elementary school teachers utilizing the attitude on teacher evaluation in Taoyuan County. 3. To explore the differences on teachers’ professional development ability among elementary school teachers with different background variable in Taoyuan County. 4. To explore the differences on the attitude on teacher evaluation among elementary school teachers with different background variable in Taoyuan County. 5. To explore if elementary school teachers in Taoyuan County approve of the full implementation of teacher evaluation by the Ministry of Education. 6. To explore the relationship between on the attitude on teachers’ professional development ability and teacher evaluation . 7. To explore the possibility of predicting the attitude on teacher evaluation based on teachers’ professional development ability. The instrument was a self-designed “Questionnaire on Elementary School Teacher’s Professional Evaluation System.” The subjects were elementary school teachers in Taoyuan County. The data were collected and analyzed by means, standard deviation, t-test, one-way ANOVA, Pearson product-moment correlation and multiple stepwise regression analysis. According to the result, the researcher presented the conclusions and specific suggestions to provide references for educational administrative institution, elementary school, elementary school teachers and further studies. The major findings of this study were as follows: 1.The professional development ability of elementary school teacher in Taoyuan County is at the medium high level. 2.The ttitude held by elementary school teacher in Taoyuan County toward teacher evaluation is at the medium level. 3.There are some differences in the ability of the teacher development in the teaching staff of different background. 4.There are some differences in the opinious of the experimental teacher evaluation in the teaching staff of different background. 5.Half of elementary school teacher in Taoyuan County disprove of the full implementation of the Ministry of Education by teacher evaluation. 6. There were relationship among the attitude on teacher evaluation and teachers’ professional development ability. 7. The attitude on teachers’ professional development ability could provide to predict teacher evaluation.
