However, there are little researches studying on the vulnerability in Taiwan. Thus, this study first reviewed the related literatures for the vulnerability assessing by the biophysical vulnerability, social vulnerability, and resilience to establish the county level vulnerability indexes for the typhoon and flood. In addition, the research used the Fuzzy Delphi Method and Fuzzy Analytic Hierarchy Process to count the weight of all indexes and establish the indexes framework. Finally, this study chose the Shuili Township as the case to assess the vulnerability by the above indexes. The assessment results show the more vulnerability, the higher disaster risk, and the lower resilience, the harder reconstruction. In the future, this vulnerability assessment framework is helpful to evaluate the county vulnerability, and promote the disaster management to reduce the future impact of disaster.
