Emergency management is important for Taiwan frequently suffered invading of typhoons. The disaster prevention and protection system of Taiwan has been constructed after Jiji earthquake. The Disaster Prevention and Response Act was enacted in 2000, and Executive Yuan enacted Operating Guideline for Central Emergency Operating Center at July in 2001. Then, the Central Emergency Operating Center(CEOC) is responsible for emergency response of major disasters. The Disaster Prevention and Response Act was amended in 2002, and it orders different agencies are responsible for different kind of disaster emergency management. The CEOC is set up according to Disaster Prevention and Response Act, and all operations in it are according to Operating Guideline for CEOC. There were twenty agencies operated at primary CEOC according the first edition of Operating Guideline for CEOC. The Operating Guideline for CEOC is continued to be amend, and the framework of CEOC is also constantly changed. According to the newest edition of Operating Guideline for CEOC, there are there functional groups including twenty six agencies that operate in CEOC. The efficiency of operation is constantly improved by adjusting the framework of CEOC.
In this study , the researcher will comprehend the framework and operation of CEOC by different ways, including secondary data analysis, review literatures and interview experts The researcher also investigate the reasons why framework of CEOC has been transferred, and problems existing in CEOC. Finally, the researcher will make conclusion from this study. And offer some suggestions about the operation of CEOC though comparing EOC of the United Stats and Japan with CEOC in our country.
